The Economic Development Authority (EDA) was created by the Carroll County Board of Supervisors pursuant to the Industrial Development and Revenue Bond Act, Title 15.1, Chapter 33 of the Code of Virginia 1950, for the purposes of promoting industry, development of trade by inducing manufacturing, industrial, governmental and commercial enterprises to locate in or remain in Carroll County, and furthering  the use of the County’s agricultural products and natural resources.  

The EDA furthers its objectives through the development of publicly-owned industrial parks and financing assistance for the attraction of new or expansion of existing industry within the County. The EDA is composed of a seven-member Board of Directors appointed by the Board of Supervisors for staggered  four year terms.
