Requirements - Code of Virginia §20.23
- Complete the Petition in the Clerk's Office
- Present a copy of his/her ordination papers as a minister or local minister's license. If you have a minister’s license you will need a letter from your church showing that you are a regularly appointed pastor in your denomination.
- Document of recent date (less than 30 days old) from his/her superior or church board stating that he/she is in good standing with the church for which he/she is ordained.
- Pay $56 filing fee
Non-Minister Requirements (One Time Marriage)
Code of Virginia §20.25
- Complete the petition and bring it with the filing fee of $56.00 to Carroll County Circuit Court.
- The Clerk's Office will prepare an order for approval by the Judge. The Clerk's Office will notify you by phone if it is approved or denied.
- It usually takes between 5 to 10 business days for the judge to review and prepare the bond.
- If approved, the petitioner must sign a bond in the amount of $500 before the clerk/deputy clerk and you will be given a certified copy of the order of appointment.
- If the bond is without surety there are no additional costs associated with signing the bond.
- If the bond is with surety you will be required to find a bondsman to sign with you or pay $500 to the court to be held while you meet the duties of the appointment as a Marriage Celebrant.
