The Carroll County Victim Witness Program began as a volunteer organization by two Carroll County families whose own personal experiences as victims of crime compelled them to form a community action group to assist others in the same circumstances.  Because of the efforts of Tom and Joy Slusher of Hillsville and Bob and Jeanette Leonard of Cana, the Department of Criminal Justice Services established the  full-time Victim/Witness Program for Carroll County in August 1996.

The Carroll County Victim/Witness program is an advocate ensuring that crime victims and witnesses receive fair and compassionate treatment. The role of a victim or witness of a crime is vital to the court process. Many victims and witnesses are not familiar with their role in the criminal justice system and feel forgotten when the process begins. This program is designed to equate them with the steps involved in bringing their case to court and making sure that their voice is heard in the court proceedings.

As a victim or witness, you should call the Victim/Witness program if you have a question about your role; would like an explanation of court procedures or a tour of the courtroom before you testify; would like someone to escort you to court; have received crime-related threats or harassment; and a reference to a community service agency for counseling or other assistance; want assistance preparing a victim’s compensation form; have changed your home or work address or telephone number; have personal property being held by the police you want to retrieve; or just need someone to talk to.

The Carroll County Victim/Witness Program covers the County of Carroll, the Town of Hillsville, and the eastern portion of the City of Galax. The program has been commended by former Governor George Allen and has been visited by Attorney General Mark L. Earley, Lieutenant Governor John Hagar, former Secretary of Public Safety Jerry Kilgore, former U.S. Attorney for the Western District and current Deputy Attorney General Montgomery Tucker, and Delegate Jay Katzen.
