Notice of Public Hearing - Proposed Tax Levy for Calendar Year 2020

NOTICE OF PUBLIC HEARING
PROPOSED TAX LEVY FOR CALENDER YEAR 2020
CARROLL COUNTY, VIRGINIA

Pursuant to Section 15.2-2506 of the Code of Virginia of amendments thereto, the Carroll County Board of Supervisors will conduct a public hearing. The purpose of the public hearing is to give the citizens of Carroll County an opportunity to comment on the proposed Tax Levy for Calendar Year 2020.

The public hearing will be held on Monday, April 13, 2020, in the Board of Supervisors Room of the County Complex, 605-1 Pine Street, Hillsville, Virginia, at 6:00 p.m. or as soon thereafter as practical.  Due to the public health threat posed by the COVID-19 coronavirus pandemic, current guidance by the Governor of Virginia and the Virginia Department of Health on social distancing and public gatherings, the meeting will occur via electronic means or if by physical attendance the in-person gathering size shall be limited to ten (10) individuals, including board members and staff.  The meeting will be streamed live via Internet and any Carroll County citizen wishing to speak can call 276-730-3001 prior to the meeting and provide their telephone number, and they will be called and allowed to provide comments via phone to the meeting in accordance with the Board of Supervisors Rules of Procedure. Any Carroll County citizen can also provide written comments prior to the meeting that will be entered into the official minutes of the Carroll County Board of Supervisors and summarized by the Chair or designee at the Board Meeting.

The proposed Tax Levy is for Public Comment only and the CARROLL COUNTY BOARD OF SUPERVISORS may set a lower rate based on the final adopted budget of the County which will be advertised as required by the Code of Virginia.

The proposed use of such taxes, when and if appropriated by the Carroll County Board of Supervisors, shall be to defray the County charges incidental to or arising from the execution of lawful authority of the Supervisors of Carroll County, Virginia.

Real Estate per $100 of fair market value and includes manufactured homes and public service corporations

Tangible Personal Property per $100 of fair market value located in Carroll County, Va. on January 1, 2020

Machine and Tools per $100 of evaluation and located in Carroll County, Va. on January 1, 2020

Notice of Public Hearing - Proposed Ordinance Repealing Sections 221-44 Through 221-51 of the Code of the County of Carroll, Virginia, Pertaining to Use-Value Taxation of Agricultural, Horticultural and Forest Use Land

NOTICE OF PUBLIC HEARING
PROPOSED ORDINANCE REPEALING SECTIONS 221-44 THROUGH
221-51 OF THE CODE OF THE COUNTY OF CARROLL VIRGINIA, PERTAINING TO USE-VALUE TAXATION OF AGRICULTURAL, HORTICULTURAL AND FOREST USE LAND 

Pursuant to Section 15.2-1427 of the Code of Virginia of amendments thereto, the Carroll County Board of Supervisors will conduct a public hearing on Monday, April 13, 2020. The purpose of the public hearing is to give the citizens of Carroll County the opportunity to comment on a proposed ordinance repealing Sections 221-44 through 221-51 of the Carroll County Code, pertaining to taxation of Agricultural, Horticultural and Forest use land.  The proposed Ordinance would repeal or modify use-value for taxation of such land and revert to fair market value taxation on all such categories of land, or on selected categories only.  The proposed Ordinance alternatively may alter the original tax basis from which use values are calculated by the Commissioner of Revenue.  A copy of the proposed alternative ordinances may be provided in hard copy or in electronic format by calling or writing to the Office of the County Administrator: 276-730-3001; 605 Pine Street, Hillsville, Virginia, 24343 or by email at crystal.adams@carrollcountyva.gov
