Virginia Resident Concealed Handgun Permits are issued by the circuit court of the county or city in which the applicant resides. Please see the Code of Virginia 18.2-308 for additional information regarding the carry of a concealed handgun in Virginia.

Instructions for New Concealed Handgun Permits
- Fill out the Concealed Handgun Application.
- First-time applicants must sign and submit their applications in the Carroll County Clerk's Office in person. You must present a valid state issued photo ID.
- You must present to the Carroll County Circuit Court Clerk's Office documentation that demonstrates your competence with a handgun for initial permits only.(i.e. Firearms Training Certificate, Hunter Safety Training Certificate, Military Discharge Papers DD214).
- Complete the application attaching your handgun competency documentation at the Carroll County Circuit Court Clerk's Office with $15 payment. Fingerprints are no longer required. The Clerk’s Office will submit the completed application to the Carroll County Sheriff’s Office for completion of a criminal history record check.
- Once the Sheriff's Office has completed the criminal history record check the Judge will sign an order approving or denying your permit.
- If your permit is approved, the Clerk’s Office will prepare your permit.
- If your permit is denied, you are entitled to an ore tenus hearing within 21 days.

- After the permit is approved, the Clerk’s Office will then mail you the signed permit in plastic card format.
- It should take about 45 days upon receipt from the Carroll County Sheriff's Office.
- If it has been more than 45 days please call the Clerk's Office to be informed of your permit status.
Instructions for Renewal Permits
- Fill out the Concealed Handgun Application.
- You do not need to come to the Clerk's Office for Renewals. You can sign and mail. (No notary required)
- You must attach a photocopy of your current or expired Concealed Handgun Permit.
- You must attach a photocopy of a valid State Issued ID with a photo.
- Mail or deliver the application to the Carroll County Circuit Court Clerk's Office with a $15 check or money order. Mailing address can be found here.
- The Clerk’s Office will submit the completed application to the Carroll County County Sheriff’s Office for completion of a criminal history record check.
- Once the Sheriff's Office has completed the criminal history record check the Judge will sign an order approving or denying your permit.
- If your permit is approved, the Clerk’s Office will prepare your permit.
