Concealed Handgun Permits

Virginia Resident Concealed Handgun Permits are issued by the circuit court of the county or city in which the applicant resides.  Please see the Code of Virginia 18.2-308 for additional information regarding the carry of a concealed handgun in Virginia.

Instructions for New Concealed Handgun Permits

  1. Fill out the Concealed Handgun Application.
  2. First-time applicants must sign and submit their applications in the Carroll County Clerk's Office in person. You must present a valid state issued photo ID. 
  3. You must present to the Carroll County Circuit Court Clerk's Office documentation that demonstrates your competence with a handgun for initial permits only.(i.e. Firearms Training Certificate, Hunter Safety Training Certificate, Military Discharge Papers DD214).
  4. Complete the application attaching your handgun competency documentation at the Carroll County Circuit Court Clerk's Office with $15 payment. Fingerprints are no longer required. The Clerk’s Office will submit the completed application to the Carroll County Sheriff’s Office for completion of a criminal history record check.
  5. Once the Sheriff's Office has completed the criminal history record check the Judge will sign an order approving or denying your permit.
  6. If your permit is approved, the Clerk’s Office will prepare your permit.
  7. If your permit is denied, you are entitled to an ore tenus hearing within 21 days.
  8. Please refer to pages from the Virginia State Police for further instructions concerning Concealed Handgun Permits.
  9. After the permit is approved, the Clerk’s Office will then mail you the signed permit in plastic card format. 
  10. It should take about 45 days upon receipt from the Carroll County Sheriff's Office.
  11. If it has been more than 45 days please call the Clerk's Office to be informed of your permit status.

Instructions for Renewal Permits


  1. Fill out the Concealed Handgun Application.
    • You do not need to come to the Clerk's Office for Renewals. You can sign and mail. (No notary required)
    • You must attach a photocopy of your current or expired Concealed Handgun Permit.
    • You must attach a photocopy of a valid State Issued ID with a photo.
  2. Mail or deliver the application to the Carroll County Circuit Court Clerk's Office with a $15 check or money order.  Mailing address can be found here.
  3. The Clerk’s Office will submit the completed application to the Carroll County County Sheriff’s Office for completion of a criminal history record check.
  4. Once the Sheriff's Office has completed the criminal history record check the Judge will sign an order approving or denying your permit.
  5. If your permit is approved, the Clerk’s Office will prepare your permit.
